The TOECRA and its Board of Directors have implemented a Minor Rehabilitation Curb Appeal grant program which provides minor rehab cosmetic improvements and minor code compliance improve-ments for the senior citizens and handicap homeowners within the CRA District. Angela Thomas whom serves as the Neighborhood Services Coordinator administers this program as part of her many duties. No rental properties are eligible for this program.
 
Orange County Weatherization/Minor Rehab Program which is administered by the Orange county Housing Department mission is to reduce the monthly energy burden on low-income households by improving the energy efficiency of the home and provide minor repairs to homes in need of minor con-struction services.  The TOECRA  through its Neighborhood Services  Coordinator  serves as the intake for  this  program only.   All approvals  and contracted work  is controlled   by   orange County Housing Department.
 
Executive Statement

 

This program is design to provide minor housing rehabilitation and code compliance assistance to the targeted population within the Eatonville Community Redevelopment District. The program will initially give preference to owner-occupied homes, elderly (60 years plus) or physically disabled residents, families with children under 12. The CRA through one of many housing initiatives seek to eliminate slum and blight of properties within the district and create a better since of place. The CRA Board of Directors will continue to implement programs and policies to successfully accomplish the goals and objectives of the Community Redevelopment Plan. Further this program is designed to complete a minimum of ten (10) homes per calendar year and additional properties if funds are available.

 

Background:

The program is a Grant Program for minor housing rehabilitation and minor code compliance improvements. The contract for rehabilitation will be between the homeowner and the Town of Eatonville Community Redevelopment Agency (herein after “TOECRA”). There will be a non amortizing lien placed on the property for a period of ten (10) years. Upon of termination of lien period the homeowner will receive a satisfaction lien from the TOECRA. The TOECRA will assign a Licensed Contractor to complete all of the work designated in scope of work in a project work order. This grant will have two (2) components (a) Minor Housing Rehabilitation (b) Minor Code Compliance. The criteria are as follows:
Minor Housing Rehabilitation - The TOECRA grant will cover up to a possible combined maximum of $3,500.00 for items such as, but not limited to, the following:
1.      Minor property and building maintenance code violations
2.      Driveway apron repair
3.      Tree Trimming and Debris Removal ( CPTED guidelines)
4.      Landscaping (Sod replacement only)
5.      Irrigation (Repairs Only)
6.      Plumbing Fixture Repair and Replacement (Standard Builder Grade Only)
7.      Kitchen Cabinets (Resurfacing and Hardware repair Only)
8.      Flooring (Carpet replacement, tile repair, laminate flooring upon approval)
9.      Mail box repair or replacement
10.  Roof repairs ( Non insurance related issues)
Minor Code Compliance – Only if you have received a verifiable notice from the Town of Eatonville Code Compliance officer. The TOECRA grant will cover up to a possible combined maximum of $1,500.00 for items such as, but not limited to, the following:
1.      Removal of abandon cars
2.      House numbers (4”) per code
3.      Carport Repairs / Garage Door Repairs (Visible from public view Only)
4.      Wood replace if safety hazard are present
5.      Storage Sheds
6.      Removal of Debris
7.      Overgrown lot maintenance (mowing provide one  time only)
8.      Water and Sewer connections (If available to the immediate property line) must be verified by the Town of Eatonville Public Works Director.
9.      Exterior Lighting repair and replacement (Builder Grade only)
10.   Fencing (Repairs Only)

 

Eligible Applicants:

The TOECRA will follow the qualifying guidelines consistent with the guideline of the Orange County Housing Department Weatherization Program. These guidelines are as follows:

Documentation of income, proof of identity, proof homeownership, copies of Social Security Cards for all household members, and a copy of the most recent electric bill and water bill must be provided to the TOECRA with application.
